Six-month border concessions to be replaced

MASERU – The South African government has embarked on a project that would see the introduction of a biometric identification system at its border posts in an effort to facilitate easy passage for regular cross-border travellers.
The system, which would see frequent cross-border travellers’ physical characteristics being collated and then stored in a computerised database, would see travellers being indentified through their fingerprints, hand geometry, iris or face recognition, sparing them long hours in queues at the border and cutting out cumbersome immigration formalities, including the stamping of passports.
Motorists would also have special stickers on their vehicles to further enhance service-delivery at the borders.
The proposed regulations, according to the Free State Home Affairs Provincial Manager Bonakele Mayekiso, were meant to eliminate congestion at the border gates. The biometric project’s implementation will be led by Belgian experts.
Mayekiso, who was at the Maseru Bridge Border Post on Monday, August 23, meeting various stakeholders and inspecting immigration facilities on both the South African and the Lesotho sides of the border, told Public Eye the system was meant to replace the six-month border concession that was phased out just before the soccer World Cup tournament kicked-off in South Africa in June this year.
During Monday’s meeting, experts from Belgium shared their experiences and explained how the biometric system operates.
Mayekiso said: “Today’s meeting was a consultative one with the Belgians, who have first-hand experience of the biometric system, explaining how it operates and how best it could be implemented.
“The new regulations are meant to replace the six-month concession that was phased out prior to the FIFA World Cup.
“Basically, what this system entails is that we would need to get details of people who are frequent users of the border gates, and put this information into a computer database so that in future they would, for instance, only put a thumb on a control panel to pass.”
He emphasised the system would require the upgrading of immigration infrastructure at the country’s various border posts.
Mayekiso said: “For instance, there is need for the current immigration infrastructure here to be upgraded to meet the requirements of this new system.
“To advance services, we are even planning to bring the use of stickers for those vehicles that frequently cross the border gate.”
He would not say when this new system is expected to come into play, telling Public Eye they were still consulting with the experts.
Meanwhile, Assistant Minister of Home Affairs Lineo Molise would not be drawn to discuss the issue in detail when contacted for comment by Public Eye on Tuesday, August 24.
“We are aware of the plans to introduce the biometric system at the border posts. The ministry is also involved but the issue is not yet for public consumption.
“The media will be informed at the appropriate time; we are yet to address the press about the issue.”
